The teen, Kobe Jones, died at the scene, according to media reports.
“I was told my son was laughing and the guy shot him dead,” Kobe’s father, Kaunda Jones, told NBC Chicago.

The man was shouting outside his house, drawing a crowd, when he zeroed in on the teen, the Post-Tribune reported.
The man and his girlfriend reportedly fled after the 12:30 p.m. shooting. He returned about 7 p.m. and was taken into custody by police, NBC Chicago reported.
“We weren’t expecting this,” the Kobe’s stepmother, Starr Jones, told ABC 7. “We can’t even wrap our heads around it right now.”
Police haven’t released the man’s name, and a department spokeswoman didn’t immediately respond to a message left on her cell phone.
